The CEO foundation believes the best environment for children is amidst the love of parents in families . However good some institutional shelters like orphanages may be, children are better nurtured in a family environment in order for them to flourish and grow. CEO is currently appointed as the foster care placement department, within Luoyang Children Welfare Institute (a total of approximately 600 disabled orphans so far). They also provide ongoing foster family counselling services.

Their vision is also to launch a teen project aiming at character building and vocational training. Implementing a home based rehabilitation training programme.
